Distance from open horizontal lines

Hi Guys,

Could an indicator be made to automatically place a horizontal lines X number of pips away from the opening price line? Both above and below an opening line. The user would be able to input the number of pips away from the open and would also be able to determine what time the open should be, making it more flexible. New lines would be drawn when the time rolled around and also show the past historical lines. All the style options and price labels for the lines would great for all the lines (open, above and below).
